The new planet defense system has been confusing me, so I'd like to know what everyone thinks about it, and what is the best way to build planets?

As far as I know, offence bases basically create an attrition field.
Having 10 or so of these offence bases can really screw someone up.
The defense bases, I'm not sure how good these actually are, but they're supposed to reduce the damage from bombs.

Offense Base: Has highest damage rating of all bases.
Defense Base: Provides mix of PD and offense.
Point Defense Bases: Provides PD and no (or almost no) offensive damage.
For every Offense/Defense base, the damage field does greater damage. Offense bases provide a bigger percentage increase over defense bases, but do not have any point defense.
Point defense reduces damage done by bombs to structures, as well as damage done by enemy infantry to defending infantry/structures.

point defense does not do anything in infantry-infantry combat taking place on a planet.
the three types of bases provide choice between high-low, medium-medium and low-high damage dealt to ships and PD% (damage reduction) from bombs and PSM. the advanced versions of each tier 1 base provide increased damage and PD%

Actually, yes, they do provide damage reduction for friendly troops unless that was changed in the last patch.

No, they do not. I just checked both the planetary code and the unit code and no where does defense bases reduce damage to troops at all. However, incoming bombing damage *is* reduced by the Protection value of Defensive Bases
Infantry vs Infantry: No
Ships vs Infantry: Yes

Well yes, but how much better is an offense base compared to a defense base? Furthermore, how much better is the level 2 version than the level 1 version?

Not quite what I've seen. Typically the defense bases add twice as much percentage to the "planet defense" statistic in the planet info. For example, the defenseII base adds 4% defense while the offenseII base only adds 2%. I'm sure that these numbers don't actually represent the sheer damage output (or damage mitigation) of the planets, so what exactly does it mean? I know it's good for a rough estimate, but I'd rather just look at the planet surface for the structures.

I can't say exact values, since I don't know. A dev might post them. They might not. All I can tell you is how they are supposed to work. However, the code may differ somewhat due to whatever reason. In other words, I know the theory behind it, but not the actual code.
You used to be able to tangibly measure the strength of the bases based on what they shot, when they actually had weapons instead of an area damage field. Suffice it to say, assuming they maintained a somewhat similar system, offense bases = dead ships, defense bases = a decent mix, point defense bases = hard to bomb planet.
I don't know if the level 2 is worth the cost or not. It is something that either needs extensive testing to look at, or for a dev to post the values of it. Either way, no idea. Theoretically, and based on how it used to be when they fired projectiles, it depended on what the tech level of the planet was going to be. Level 2 was awesome for SY planets, but often sticking with level 1 on non SY planets was better.
However, level 2 should have a higher percentage than level 1 does. (I think for PD bases its a difference of 3% and 6% respectively, I'd have to look at it again)
Obviously I'm not 100% correct on things since Fattie posted a little correction earlier. I do remember there being a discussion on if infantry on infantry damage should be blocked but never found out how that went. [ This Message was edited by: Tellaris on 2012-04-17 19:30 ]

Hm.....interesting. I wonder what so many people were complaining about then? I remember all the hubbub not too long ago about planets that were almost impossible to bomb or invade because of high PD ratings making the structures and troops almost invulnerable to damage from bombs or invading troops.

How about rolling VS transport pods?
The percentage damage determines the health of the inf when it hits the ground?
