i think that if ther wasn't enough power to maintain the base i think that the whole planet should crash until either;
1. structures are scrapped/deactivated
2. a energy resource plant is built
because the system would try to spread the power over the whole planet so that there wouldn't be enough for all of them so the player has to decide which structures to de-activate and which structures to keep running.

That would be the galaxy's most in-effective power grid. I sure hope we don't have such poor power management however many hundreds of years into the future.

agreed it is the players responsebility to manage the power when there is a shortage it is a part of the game.
and i agree it would be the worst power managment if it was so that everything stopped working.

What requires the most power?
Ideally the structure that doesn't support the population should be disabled first, so defense structure/shipyard/sensor base/depo..
I guess you could say, the structure that requires the most power should be disabled first.
