I locked a planet in scenario the other day and (much to my annoyance) the npc continued to build on it. Someone tried to explain to me why this was happening, but i don't really get it. Is this a bug?

I've heard that capped engi's from another team can still build locked planet.
Only cap engis if you're on UGTO, cuz uggies only ever get crap planets in scenario  .

Because in most scenarios we have the worst gate positions.....Sirius, procyon, Sol, epsilon ind *the only reason why ugto can take le is because we used the kluth jumpgate*
However we can own you in cygnus 61 *not sure of name* >:D
