Erm..how do u know if they even are cloaked? your not near the planet and it aint showin up on the enemy list. We can zoom into your planet and see shadows etc of your ships aswell.

Yup, those are uncloaked K'luth ships.
When you zoom in with F2 and click on a planet it will reveal what's around it in most cases. Cloaked K'luth do not show up.

you dont have to click a planet, all you have to do is to zoom in (max) and you can see ships / stations / platforms, with or without target-diamond
but finding ships in outer space is quite difficult and its easier to search em with your ship

You are likely getting old NavMap data.
It takes a bit for the NavMap to update with the current information to display - sometimes it won't until a friendly is right there, and even then you usually have to click a planet or some other point of reference to get the nav to update that THIS is your area of focus.

I dunno... I had a case a while back before I mde this ACC luth. ICC were fighting luth yet I could see EVERY ship. and no one else could (Out of F2) Even /ying them asking and they said they were. (I couldnt see the diamond) but the ship itself when no one else could. (Though a simple quicklog had fixed it)

Make it so.

What he said. I notice I'll sometimes still see ships on the nav map even if they've been destroyed, cloaked, or despawned until something friendly moves through the area to update it.

Whether it may or may not be old navmap data - I had it today when what appeared to be a cloaked luth was on F2 from the Shipyard map, and lo & behold he appeared in actuality exactly where his shadow had been...
Worth looking into.
Also: The F4, 5, 6, and 7 panels are now a layer behind the regular chat so that the chat is placed over what's in those windows instead of the windows being on top.

Jack, to clarify, that dread was me. I was approaching Ooi as UGTO spawned from the nearby gate.
The stations were uncloaked.
I was, however. I always run cloaked, enemy or not.
If they can use F2 to see me.... LOL..... oh man.
Graphics glitch?

It may be using dated nav info then. If he had clicked on the planet and polled for more recent data he most likely would have not seen them.
The nav view just displays an overlay and disconnects the camera from your ship - it still uses the same information and relays the same information as the normal tactical view ('normal' mode).
