You need to get Resources, which you can either mine from a planet, (or asteroid) with a mining beam, or you can load them by clicking a Starport Strcuture (yellow) on a planet and clicking the 'Use'/'Load' button.

select your tgt (only works on platforms) get within about 200gu
and push t push t again to turn it off
