1. Will they be made for use on stations and dreads?
2. Should they effect platform build times? Currently they seem to have no effect.

Changing it to be usable on stations and dreads would be a very simple fix, however I think the main issue would be the fact that they want to encourage smaller ship usage, same reasoning behind having 2 builds on standard engineers.

Engineering is primarily a role designed for Engineering specific ships.
There area few ships which break this mold, and fall into the "general purpose" class, however dedicated ships will always receive preferential treatment with regards to new upgrades and enhancements.
The higher tiered ships are powerful and versatile enough as they stand.

Oh, not complaining or even suggesting, was just curious. I agree with keeping them for engy only.
On another note, Kluth engies only have 1 build, i didn't know the humans had more than one. Interesting.
What about the build time on plats? Is that "functioning as normal" or should build times effect platform building as well?
That was actually the main reason I posted the thread, my main question anyways.

When passive building was possible (ie. start a structure and let the planet build), it was deemed to be a big advantage for K'Luth engineers, and felt in keeping with their more combat focused play style.

no no no. I have tested it out. The build time for a supply platform says 1:40 and is 1:40. With the comps on my engy, a def 3 says 4:30, and it takes 4:30. Difference is, the base time for a def 3 is 6:00, so -25% = 4:30.
If Def 3 = 6:00 base - 25% mitigation = 4:30
-then-
Supply Platform base time = 1:40 - 25% mitigation = 1:15.
True or False?
Currently the answer to this is false.
