what it says on the box:
in your opinion, without debate, what should be the AVERAGE time limit in hours for any given map. smaller maps (alpha centauri) will be shorter, obviously, and bigger maps (epsilons) will run longer

For scenario you mean:
You mean a scenario server the OLD way, with NO shipyard?
Or you mean a scenario where the factions already have a decent Sy planet setup and some mining planets.
OR you mean a scenario where the Gate has a Shipyard included and some ~60 technology attached ?

Without that info the question is kind of vague...
But heck ill give em.

Old way: Small map 90 minutes / Medium map 150 minutes. (No large maps)
Pre-build: Small map 60 minutes / Medium map 90 minutes.
Gate-yard: Small map 30 minutes / Large map 90 minutes.

But ya, good question.

2 hours always seemed right. Even with shipyards.

2 hours, shipyard or using the standard craft it gave ample time to build up but still with a enough constraint to get the bigger ships that it became more of a dynamic scenario as opposed to each taking half the system and flying ships at each other.

Two and a half hours I think would work, So people can build up to what ever they want, but they wont just sit there being bord.

4 hours for the average map. That would be less for smaller, more for larger.

Agreed with Azrael and Feralwulf. 2 hours never seemed long enough. 4 hours average might be just about right.

(back to my cave I go!)
