Forgive me if this idea was already brought up but I was thinking that mass/hull size should be factored when using tractor beams on other ships. For example, a corvette would have to work twice as hard (or acceleration to a given speed takes twice as long) to move another corvette (your engines are trying to move twice the mass afterall), 4x as hard for frigates, 8x for destroyers and so on. Also, any existing speed and top speed of the ship using the tractor beam should be reduced by a similar scale.
Larger ships would also have a slightly harder time moving smaller ships around. Something like corvettes causing frigates to suffer from a 37.5% drop in top speed/acceleration. 25% for destroyers, 12.5% for cruisers, and no penalty for dreads.
In essence this would add a little realism and keep people from using tractor beams shove other ships into minefields/planets/whatever as easily as it currently is.
Discuss/correct anything I missed.

So far as I am aware, that was factored into the game at 1.481.
