As of now Bum's are alowed to mirv,  After the constant mirving of everything we built in BS,wolf. BS is not an ugto system it is the system of who ever capps it it there to be bombed and capped,built etc u mirv we mirv all's fair in love and war.

You might want to talk to Fluffy Bunny. She/He was the one who mirved 'your' system's planets after we Neut'd them and capped them.
Do some intel before sending the army out, you might learn a thing or two first  .

Well i guess time is limited for everything and the MIRV policy is just another one of thos things.
Who cares though just MIRV the whole place and if people don't want to rebuild then soone or later there won't be anything left to MIRV, then they will have to MIRV each other!
