six, maurbon is THE hardest cluster to cap in the game... it has always been that (except for when we had Nicea)

Well, speaking from personal experience.
I honestly find a UGTO/K'luth owned Mourbon Cluster without shields to able MIRV-ed quite easily. All one needs to do would be to tackle it from the outsides, moon by moon, till one finally ends up with Mourbon.
However, I do find shielded planets, and more specifically, K'luth + ICC Defences, even Stand-Alone planets, to be quite a challenge to take down. Since it would be rather tedius to use MIRVs, and one has to go near to use Neutrons. We had to use serveral Anti-Sensor Scouts and Supply Ships to escort there.
Even if is it a stand alone planet, it takes serveral rounds to take down a planet. ^^
Thus, what I could suggest, instead of resetting all the bombing points. Would be just to 'curb' the bombing, or more specifically, stop the MIRV-ing and 'encourage' Bios and Neutrons. ^^
Cheers!

exactly, if it doesnt have shields just mirv it one by one, problems solved. Planet defenses? you can just make a giant cloud bomb and give it ecm cover.

Excellent idea. Add a multiplier for armour and shields. Right now, combat is not even a zero-sum game. Someone who kills a station may get 300 prestige. Someone who dies in a station loses 1000-1500 prestige. Not balanced. This means that if combat were the only activity on Darkspace, everyone would eventually be at 0.0 prestige.

Also, I believe another way to solve the problem with bombs, is to make it more profitable to Bio/Neutron a planet than it is to Mirv it, if possible.
--
Each faction deserves to have at least one tight cluster with 5-7 planets like Maurbon. Right now, ICC's best cluster is the Ross 2 cluster, and that is 4 planets, I believe. K'luth's best cluster is probably Darcel/Ratana/Bellema in DP, with 3 planets.
Tight clusters are strategic points that are the fall-back position of a faction when in difficulty. I think a lot of these total-faction wipeouts could be prevented with a better distribution of planet clusters in the MV.
--
Planet defense - After considering this issue for a long time, I have concluded that one way to make the CURRENT system work for UGTO and K'luth is as follows: replace the L15 HCL/Disruptor Assaults per defense base with 5 L5 HCL for UGTO, with a range of 2X what it is now and 4 L7 Disruptor Assaults for K'luth which have a range of 2.5 times the range it has now.
Why the extra range? So that the beams have at least a chance to recharge once before the bombs hit. (That's why 2.5 times for K'luth, as DAs take longer to recharge)
Yes, this makes it extremely dangerous for smaller ships to bomb the planet, but the reality is, smaller ships should not waltz into a planet's range and get out with 100% hull.

I actualy asked for an armour modifier because I knew there would be near zip combat prestige because armour is so though, yet nothing there.

Actually, 0.0 isnt far enough. Im sure you could do better than that. Think negatively! The end is limitless! We could have a race to see who could have the most negative prestige! What if you had so little prestige, your computer just turned off when you tried to enter the MV?
Also, dont sleep on the cluster in Ross 248. Lots of room to maneuver, and if someone (only takes one or two to defend it) is there and its not built by a bum, its one of the best clusters around. Some of the better battles have been fought there.
