That's an old Gaifen feed station. Those four panels are the platforms where the food is dropped. The UGTO decided that, after too many losses to scavenging Gaifen packs near nebula's, they'd attempt to feed them something other than their own ships. In theory this keeps the Gaifen full and satisfied, so they won't attack nearby ships.

After deploying a dozen of them, and losing them all to Gaifen attacks (old habits die hard) over the course of a few months, the program was discontinued.

If the picture on top is a gaifen feader, was this a GTN feeder, to feed in beer and in XXX magazine the loyal GTN ugto fighters???

That's actually an ICC stove. Notice that Nimby is flying an ICC ship in the background; he managed to ensnare that helpless UGTO and draw him into the cooking appliance. You can tell that's its function from the layout of the deck there: rectangular, with circles on the sides, like a stove. This one is hydrogen powered, hence its location in the nebula. It has those magnetic gripping arms to keep the UGTO at precisely the right height above the heating elements.

In theory, the UGTO is going to be slowly lowered until his hull melts off, at which point the magnetic arms will propel him forward quickly, so as not to drip anything on the burners.

Optionally, the stove can also be used as a kiln, tempering the ICC hulls to give them better resistance to enemy fire. When used for this purpose, though, the kilns are usually placed near the ICC shipyards; this one is clearly not used for such a purpose.
