No charge for stock ships.

Selling a moded gadget to a starport refunds the full cost of moding that gadget and said gadget gets reset to its base level.

If you delete a moded ship from storage, you loose all costs of the moded parts. (no refund)

If you delete a moded gadget from storage, you loose full cost. (no refund)

On death you only regain a % of the modded parts.
X% of ((cost of modded parts)-(base price of ship)) = refund

This would allow the poor to still mod. It will also allow mistakes to be fixed, if I mod a CL to lvl 10, then need to replace it with a Pulse I will get the full moding price back for my moded CL by selling it to the starport.
