Probably because it's not meant to sit back parked in one spot a couple thousand GU away from it's target, it has to move to get an optimal firing angle because planets rotate. Besides, 7 is practically overkill as it is, it takes close to 30% off a planetary shield per salvo, and can kill around 10-15 pop per salvo. More if using Neutrons.
Actually now that I think about it, can the population damage be removed from PSM and Mirvs, or at least scaled back by a large amount? If we want to kill pop we can use Neutrons since that's what they're for, sometimes people would rather bomb structures and not commit genocide against a planet's population while doing it, currently Neutrons are almost pointless since Mirvs are just as effective at killing troops. It would also make it harder for AI bombers to make planets revolt by launching a couple Mirvs that do nothing but kill 10-15 pop.
